Why does excel calculation have mistake when a cell comes left aligned?

the other cell calcuations are correct, but i figured out that when a cell comes as left aligned, it shows “#VALUE”

 

Also this happens when I open csv file in the excel.xlsx 

Some columns are aligned well, and others are not. So when I do some calculations, it shows me #value, why does it happen?

 

One thing i figured out that when a cell has comma, it does this on the machine. On other machine it doesnt get left aligned. I look at region language, and customiseFormat-seperators are same

this settings solved my problem, decimal was . thousands operator was , and i changed them like this
