As far as i understand, this migration tool is used to move the data base from v11 to 360. Is mandatory to use the migration tool in order to get the database movements or it's something that should be used in a particular situation?
Can i migrate bots without using this migration tool?

Its recommended to use Migration Tool for smooth transition, if you have a scenario based situation I'd recommend opening a support ticket with AA using below link
