Getting this error while Merging multiple PDF via “PDFUtils : Merge all PDF Files” activity.

NOTE : I am able to open all the PDF manually, Also, Those PDFs are not password protected.

 

PDFs can have two passwords: An owner password, which prevents changes to the file, and a view password, which prevents viewing the file.

It sounds like one of these files has an owner password. You will need to de-protect the PDFs before merging them. There are several online PDF password removal utilities available with just a quick search.
