Numerous Unsuccessful 'Default device set' in Audit Log since Release 28

Ever since upgrading to Release 28, our upper environments have an uptick in Audit Log activity for Unsuccessful ‘Default device set’ events with the message ‘{user} does not have a valid license’.  These are users who have NEVER had a Bot Creator/Bot Runner license.  I’m confused.  Do all users require a license now just to login to the Control Room?  Was this a mistake?  Anyone else seeing this?  This is build 17542.

    @Rachel101886 user should have either bot  creator or bor runner license to run the bot or create a bot. If user is not associated with any of these licenses still you can access control room and schedule a bot.
