Access to the customer support portal is only accessible to partners and customers, incase if you are already partner with AA and facing this issue i’d recommend raising a support case.

support portal admin in your org will have ability to download the license file directly, Please find the below marked area to download the required license file

Please see the above page  ( License and cloud service ) here, you can generate license file based on your purchase agreement.

Once you’ve generate, the file will be shared via email or you can download from the site itself.
