Please verify the related instance whether new groups need to train or not. Let's say, If you have 100 groups which already trained in this case, the training percentage is 100%.

If you have 100 groups but you have trained 60 groups remaining 40 are pending, in this case, the training percentage is 60%.

So make sure all the groups are trained and moved to the production stage.
