what's the difference between product license and device license?

if i want buy, both of the 2 licenses need to pay?

    Hello @wang huadong​ , The license purchase is based on the number of Bot Creators\Runners if its Cloud and Control Room(Server), Bot Creators, and Runners for Onpremise.
