Unfortunately, it is not possible. If you save your V11 bot as a text file, you should have a nice listing of the actions to rebuild it in A360.

Without code migration, there is no easy way to import a V11 bot into A360. 

To export a V11 bot as text, you must open the code in a working V11 installation then choose File, Save as text file. (Going from memory so the exact menu name might be slightly off.)
