I'm Not Able to find client id and client secret for authentication because i don't have privilege to new app registration in azure

I tried all way to authenticate my share point with aa360 control room through SharePoint Package. I tried get access from Microsoft azure though new app registration but there showing you don’t have privilege to do new app registration. i am not able to find client id and client secret
