In community edition in the form i i have to call api, in order to do that we have to call it from form action inside form rule.
But form action tab is not there in community edition.

Ok, but i tried in licensed version also it is not there.
Is this available on specific control room version?

It is only available in the cloud-based Enterprise Edition.
