We are having issues setting up users in the CR because they are not getting the verification email. We do have a product that screens/blocks emails, but they do not get those emails. Is there any way to verify them outside of receiving an email.?

Certainly an option to use the APIs to add new users. this would allow you to set all their roles and possibly the security questions to a default as well as set the emailVerified property to true.
