System allows only a single device to be registered. If you need to replace your existing device you should delete it first.

Can not connect to local device .getting below message and I am using the same computer to login and no other window is open,

Just get into Brower extension "chrome://extensions/" and click details and then Allow access to file URLs. it resolved my issue
