Automation.CSharpDLLWrapper.exe": CreateProcess error=1260, This program is blocked by group policy

Writing a bot using Excel advanced to open an Excel workbook. Wish to click on the ‘Browse’ button’ to browse my local filesystem. Instead of the expected local filepicker I get the attached popup error message (also see title). Whats the problem and how to fix?
