How to recover deleted BOT from control room in community cloud version?

You can restore all your bots and their dependent files from the Git repository to your server repository. This restore option is available only for On-Premises deployments and not supported on Cloud deployments.

As the response above does absolutely nothing to answer your question, simple answer is - you cannot. For Community Edition, once you delete it is gone forever.
