Shall i deduce that EDGE Plugin is mandatory for development and production environment ?

It depends on which browser you are trying to do automation, if you are using Chrome browser on your process then yes the Edge Plugin is not mandate to get it installed.

If you are using Edge browser then I'm not sure how it's working without the installation of Edge plugin.

But regardless of the environment you have to install the plugin depending upon your browser( i.e. Chrome browser --> then Chrome plugin has to be installed in all the environment, If Edge browser --> then Edge plugin has to be installed in all the environment)

Note:

While you are installing the Bot Agent that time itself these plugins will get installed.
